East
Cedar Creek FWSD Public Notice
Maximum
Contaminate Level (MCL) exceeded for Haloacetic Acids
(McKay Water Treatment Plant)
1/29/2010
The East Cedar Creek Fresh
Water Supply District has been notified by the Texas Commission on Environmental Quality (TECQ) that the water this system
supplies has exceeded the maximum contaminant level (MCL) for HALOACETIC ACIDS (HAA5’s).
The U.S. Environmental Protection
Agency (U.S. EPA) has established the MCL for HALOACETIC ACIDS at 0.060 mg/L, and has determined that it is a health concern
at levels above the MCL. The District has received results for the fourth quarter of 2009 and the running annual average is
0.062 mg/L.
This is not an emergency. However, some people who drink water containing
Haloacetic Acids in excess of the MCL over many years may have an increased risk of getting cancer. You do not need to use
an alternative water supply. However, if you have health concerns, you may want to talk to your doctor to get more information
about how this may affect you. This exceedance is not an acute violation, meaning
not a significant risk to your health. EPA’s clarification is as
follows. A person would have to drink two liters of water every day at the maximum
contaminant level for a lifetime to have a one-in-a-million chance of having the described health effect listed in the public
notice. This public notification will continue to be posted every quarter until 4-quarter averaging will be less than 0.060
mg/L.
October 15, 2009 the District
attended the first of (5) training sessions hosted by the U.S. EPA and TCEQ in regards to the Comprehensive Performance Base
Training Program. During this first meeting EPA and TCEQ facilitators provided educational tools and guideline recommendations
for the district’s management and plant operators to commence resolving compliance issues regarding TTHM and HAA5 control.
This sixteen month program is designed for public water systems & regulatory agencies to work jointly to identify solutions
to drinking water treatment concerns.
Please share this information
with all the other people who drink this water, especially those who may not have received this notice directly (for example:
people in apartments, nursing homes, schools and businesses). You can do this by posting this notice in a public place or
distributing copies by hand or mail.
